LIMA'17 will see Admiral Tan Sri Ahmad Kamarulzaman bin Hj Ahmad Badaruddin host the RMN Chief of Navy’s Roundtable Talk and be joined by his international counterparts, to discuss naval topics of importance across the region.
Recent advances in maritime capability have been striking in their capability and breadth. They are profoundly affecting the current and future dynamics of naval operations, not only for single nations but also those operating in coalition.
With senior Naval officers from across the region in attendance this event will build upon the previously acclaimed Roundtable Talks of the past and further encourage interoperability and the development of appropriate and affordable capabilities. With this in mind the Chief of Navy’s Roundtable Talk has been themed “Naval Capability-Based Acquisition Reform”.
Traditional acquisition of defence equipment has been focussed very much on replacing a legacy platform with the latest development of the same or similar platform. This approach worked well for many years, but was called into question when financial resources became tight and nations demanded better value for money from their procurement processes as well as improved interoperability between each service.
The capabilities based approach to acquisition looks at each military capability a nation requires, and analyses which system of systems is best suited to meet the requirement across the armed forces. Examples include Close Air Support, Anti-Ship Missile Defence and ISTAR roles.
This approach focusses on the end result and need required and how this is best met, and therefore reduces overlap and duplication between systems and services. As a further refinement, if the requirement is looked at through the lens of the defence lines of development: doctrine, training, sustainability etc., a better estimate of through life costs for each capability can be calculated, allowing a trade-off between different capabilities according to a nation's priorities.
This general approach, which has been successfully applied by nations such as the US, the UK and Australia, ensures that a nation has a streamlined, sustainable and upgradable military force which meets its current and future defence needs more effectively within available financial resources.

The regions coastguards and enforcement agencies play a vital role across region and during LIMA'17 Admiral Maritime Dato’ Sri Hj Ahmad Puzi Bin Hj Ab Kahar, the Director General of the MMEA will focus his forum on the requirement to continually improve a coordinated ASEAN SAR capability to counter the risks and threats emerging in both the Malaysian Maritime Search and Rescue region as well as the wider ASEAN region.
Themed “Maritime SAR and Regional Challenges” senior officers from ASEAN Coastguard organisations together with industry will be invited to attend this prestigious gathering were discussion on cooperation and collaboration will be debated.
